Plaintiffs, Gerald M. Brown and Nick D. Anderson, appeal the district court's decision to grant summary judgment in favor of the defendants, City of Niota, et al., in this section 1983 action. On appeal plaintiffs raise two issues: (1) whether the board of commissioners' promulgation of employee rules and regulations created a property interest in continued employment with the City of Niota entitling the plaintiffs to notice...
