Plaintiffs-appellants, two nonprofit organizations and two residents of the Selby-Dayton Apartments in St. Paul, Minnesota, appeal the district court's1 denial of their application to recover fees and disbursements under the Equal Access to Justice Act ("EAJA") from defendants-appellees, the Department of Housing and Urban Development ("HUD") and its Secretary.
