LITTLE, Chief Judge.

A hearing was held in Alexandria, Louisiana at 9:30 a.m. on 5 June 2000 regarding the recently instated hair length policy at Winn Correctional Center that would require plaintiff Rickey E. Bell ("Bell"), an inmate with hair longer than a few inches, to cut his hair. Bell had requested that this court grant him a temporary restraining order or preliminary injunction preventing the defendants1
