This decision will address 54 consolidated petitions by newly sentenced prisoners confined at Rikers Island, a New York City Department of Correction (City DOC) facility, while awaiting transfer to a State correctional facility (State DOCS). The inmates were sentenced to a period of incarceration in a State DOCS facility but, pursuant to a contract between it and City DOC, they are being housed at Rikers Island...
