In January 1997, plaintiff-appellant Norm Lemarcier Furnace was enrolled in the Medical, Dental Education Preparatory Program at Southern Illinois University ("SIU" or "the university"). Furnace was found guilty by a student judicial board of various violations of SIU's student disciplinary code and was placed on disciplinary suspension for three years.
