On July 12, 1997, defendant, a 43-year-old male, allegedly forced a 16-year-old female (hereinafter the victim) to engage in sexual intercourse. Defendant was arrested later that day and charged with the crime of rape in the first degree. The prosecutor filed a notice of readiness on November 11, 1997 and defendant, in turn, pleaded guilty to the crime of rape in the third degree via a superior court information...
