Appellant John Doe (a pseudonym) claims the government breached his plea agreement by failing to recommend a lower sentence in return for his disclosure of a considerable amount of useful information about other individuals' drug dealing. After extensive hearings, the district court concluded that Doe was not entitled to sentencing relief because he had not provided "substantial assistance" to the government, as required by the plea agreement...
