Lawrence Brooks filed a petition for a writ of habeas corpus, pursuant to 28 U.S.C. § 2255, seeking reinstatement of his right to appeal his conviction on the ground that the District Court failed to inform him of his appellate rights in violation of the Federal Rules of Criminal Procedure.
