Donald Stockdale ("father") appeals from the decision of the Circuit Court of Fairfax County allowing his former wife, Patricia M. Stockdale ("mother"), to relocate to New Jersey with the parties' minor children. Father contends the trial court erred by placing on father the burden of proving substantial impairment to his relationship with the children if mother moved them to New Jersey.
