In late 1991, Kenneth Dobucki, the warden at Graham Correctional Center (a medium security prison run by the state of Illinois), was assigned the task of hiring three new lieutenants for Graham. Eighteen employees applied for those three vacancies, 15 of whom worked at Graham and three of whom were employed at other facilities operated by the Illinois Department of Corrections (DOC).
