The defendants, members of Chicago's "El Rukn" street gang, were indicted along with other members of the gang in 1989 on a variety of serious federal charges. They were tried before a jury in 1991 (all but appellant Mays) and convicted; but the trial judge (Judge Aspen) ordered a new trial because the government had knowingly used false testimony to convict them and had failed to disclose materials that...
