Defendant Jerome Dale Petz was charged with 24 separate counts of criminal violations, all in one complaint. After negotiations, defendant and the State entered into a plea bargain, whereby defendant agreed to plead guilty to 14 felony counts of the 24 listed in exchange for a dismissal of the remaining counts and assurances that the State would not seek an upward departure in sentencing.
