¶ 1. The Mississippi Employee Appeals Board reinstated and demoted James Walley from lieutenant to sergeant at a correctional institution for threatening a subordinate officer. Walley argues here that there was not substantial evidence of a threat and that the penalty was too severe. We disagree and affirm.
