The issue is whether the perjury of a prosecution expert witness, discovered after trial, entitled Gregory L. Williams to a new trial. The jury convicted Williams of possession with intent to distribute heroin, in violation of 21 U.S.C. § 841(a)(1). When arrested, Williams had 10.5 grams of heroin in 87 small plastic "baggies" in his coat pocket, and was storing another 75...
