Petitioner, Ingalls Shipbuilding, Inc. ("Ingalls") seeks review of a final order of the Benefits Review Board, United States Department of Labor on Respondent, James E. Wooley's claim for benefits made pursuant to the Longshore and Harbor Workers' Compensation Act, 33 U.S.C. § 901 (1994)("LHWCA"). We affirm.
