In an unpublished opinion filed 7 March 2000, this Court concluded the public duty doctrine barred the plaintiff's action against the Charlotte Housing Authority ("Housing Authority") and two of its employees. We reversed the trial court's 18 November 1998 order and remanded to the trial court for entry of summary judgment in favor of these defendants.
