After failing a blood-alcohol test on June 18, 1998, Jeffrey Gee was charged in municipal court with driving under the influence of alcohol (DUI) pursuant to a city ordinance mirroring K.S.A. 1999 Supp. 8-1567. While the municipal charge was pending, the Kansas Department of Revenue (KDR) suspended Gee's driver's license for 1 year following an administrative hearing.
