FLANDERS, Justice.

After watching a gunman flee on foot from the crime scene, an eyewitness to a fatal shooting called 911, described the shooter to the police, and specified the direction that he was running when last observed. More particularly, he also told the police that the fugitive was a black man wearing a red baseball cap and a hooded black jacket, a description which the police then broadcast to officers in the field and to those coming...
