[¶ 1.] State appeals from an order denying Beadle County restitution as a victim of a crime. We affirm.

FACTS AND PROCEDURE

[¶ 2.] In 1978, Joel Sprecher began operating a hog confinement operation in Beadle County. The operation consisted of three hog buildings, an office, and a sewage lagoon and covered ten acres of land. In 1980, Sprecher incorporated the operation.
