KISTLER, J.

The Board of Directors of the Tri-County Metropolitan Transportation District1 issued a decision exempting, from competitive bidding, the contract to construct a light-rail extension to Portland International Airport. Petitioner, a trade association for nonunion contractors, appeals from the trial court's judgment upholding the Board's decision. We affirm.
