In this case the Police Department of the City of New York seeks extraordinary injunctive relief, of a nature unprecedented in New York, to control a street prostitution business. The chief component of this relief is the exclusion of certain individuals from the Queens Plaza area: essentially a civil banishment. The City justifies this application with two claims.
