Steven Kadonsky appeals from a magistrate judge's grant of summary judgment on his claim for the return of three sums of money which were administratively forfeited to the defendants (collectively "the government") in 1991. A panel of this court dismissed Kadonsky's appeal for lack of jurisdiction. See Kadonsky v. United States, 193 F.3d 520, No. 98-11341 (5th Cir. Aug. 27, 1999).
