This case, certified under W.R.A.P. 12.09(b), requires we determine whether State ex rel. Wyoming Workers' Compensation Div. v. Gerdes, 951 P.2d 1170 (Wyo. 1997), prohibits denial of a reimbursement claim solely for failure to comply with the Division's procedural rules. Appellant Deana R.
