On July 27, 1998, the defendant was arraigned in Justice Court in the Town of Woodbury on a felony complaint arising from an arrest earlier that morning for, inter alia, possession of cocaine. On July 30, 1998, before a preliminary hearing on the felony complaint, the charges were presented to a Grand Jury, which returned an indictment against the defendant.
