Malik Abdul Al-Shabazz (petitioner) filed a post-conviction relief (PCR) application in September 1995. A circuit judge summarily dismissed the application without an evidentiary hearing. Petitioner appealed. After issuing our original opinion in which we vacated and remanded this matter for further proceedings, Al-Shabazz v. State, Op.
