Plaintiff sought a declaratory judgment that, as a holder of a license to sell goods issued pursuant to § 1 of the peddler's license act, M.C.L. § 35.441; MSA 4.1241, he is exempt from applying and paying for an additional permit or license from defendant municipality and is exempt from prosecution by defendant for failure to do so.
