Harris County appeals the trial court's denial of its plea to the jurisdiction. Appellant filed an interlocutory appeal pursuant to Tex. Civ. Prac. & Rem.Code Ann. § 51.014(a)(8) (Vernon Supp.1999). In one point of error, appellant asserts that the trial court erred in denying its plea to the jurisdiction because the court's plenary jurisdiction had expired.
