SEINFELD, J.

The Department of Labor and Industries (Department) appeals a superior court decision reversing the Department's assessment of industrial insurance premiums against Maplewood Estates, Inc. The Board of Industrial Insurance Appeals (Board) had affirmed the assessment. Finding substantial evidence to support the assessment, we affirm the Board's ruling and reverse the superior court.
