This zoning case arises out of a five-year dispute between Dover Realty Company and Ben Dover (collectively "Dover Realty") and the City of Jackson, its Mayor and its council members (collectively "City of Jackson") regarding the City of Jackson's refusal to rezone Dover Realty's property. Since the time Dover Realty purchased its residential property (the "subject property") in 1995, it has filed three rezoning applications and two lawsuits...
