PIERRON, J.:

Elton D. Garrett, an inmate at the Lansing Correctional Facility, appeals the district court's granting of summary judgment to Sheryl Sawyer, a disciplinary hearing officer at the prison.

On April 25, 1997, prison officials found an inmate in possession of a radio and headphones belonging to Garrett. Garrett and the inmate were disciplined for violating K.A.R. 44-12-205, unauthorized dealing or trading, and each was fined $15. Sawyer also ordered...
