This is an appeal from a summary judgment rendered in favor of the San Antonio Express-News ("the Express-News") and John Tedesco. The newspaper requested the "Use of Force" reports from the San Antonio Police Department under the Texas Public Information Act ("the TPIA"), and the City responded that the reports were exempt as part of an individual officer's personnel file.
