Appellant Caleb Ajibade suffered an injury at his job with appellee1 Edinburg Hospital in 1991. He sought workers' compensation benefits through the Texas Workers' Compensation Commission, and, unhappy with the impairment rating he received, he appealed to the district court in 1994.
