The petitioner, Ben Meadows ("Meadows"), has petitioned this Court for a writ of prohibition seeking to prohibit the enforcement of an order of the Circuit Court of McDowell County dated September 21, 1999. Meadows was involved in an automobile accident with the respondent and plaintiff below, Phillip Lawless ("Lawless").
