This case involves the issue of whether the application of the Missouri Incarceration Reimbursement Act ("MIRA") to a Missouri prisoner incarcerated prior to the effective date of the act violates provisions related to ex post facto laws. Jon Marc Taylor appeals the trial court's judgment ordering that ninety percent of his assets be paid to the State of Missouri pursuant to MIRA.
