The Wisconsin State Elections Board, and its individual members, appeal a judgment granting declaratory relief to the Wisconsin Education Association Council, Political Action Committee.1 The Board claims that the trial court erred in granting a declaratory judgment because there is no "justiciable controversy" on the present facts.
