Richard Cassidy, a blind prisoner, brought suit against the Indiana Department of Corrections ("IDOC") under the Americans with Disabilities Act of 1990, 42 U.S.C. §§ 12131-12134 ("ADA") and the Rehabilitation Act of 1973, 29 U.S.C. § 794, as amended ("Rehabilitation Act").
