Petitioner and two other parties appealed to LUBA from Jackson County's 1996 approval of the private respondents' (respondents) application to expand a golf course located within the Medford urban growth boundary (UGB) onto contiguous land that lies, in part, on rural land that is outside the UGB and that is zoned for exclusive farm use (EFU). Golf courses are a conditionally permissible use in EFU zones under ORS 215.283(2)(e).1
