This termination of parental rights case was filed in February of 1994 by the Juvenile Officer of Vernon County. The child is M.G., a girl who was born in January of 1984. The petition sought to terminate the rights of her mother and father. Only the father, M.G. (hereinafter Father), appeals the trial court's judgment, which terminated his rights under § 211.447.4(3), RSMo Cum.Supp.1999...
