QUINN, Justice.

The City of Amarillo and its Civil Service Commission (collectively referred to as the City) appeal from a final judgment entered in favor of James K. Fenwick (Fenwick). Via two points, the City contends that the trial court erred in concluding that the City denied Fenwick's purported statutory right to a continuance of his civil service hearing and his rights against self-incrimination and to due process.
