NORCOTT, J.

The defendant, the town of Stonington, appeals from the judgment of the trial court reducing the tax assessments levied by its board of tax review upon the real property of the plaintiff, Malcolm Robertson.1 The dispositive issue in this appeal is whether a property owner is barred from bringing a property tax appeal under General Statutes § 12-117a2
