Brannon J. Welch was convicted of aggravated indecent liberties with a child (K.S.A. 21-3504[a][3][A]). On appeal the Court of Appeals reversed the conviction and remanded the case for new trial on the basis that the testimony of a licensed specialist clinical social worker that he had diagnosed post traumatic stress disorder (PTSD) in the 4-year-old victim had been improperly admitted.
