Petitioner Jon Behr has been in the custody of the Sheriff of Kane County, Illinois, since July 1998, because he has not made child support payments for his daughter Nicole. Several factors complicate what would otherwise be a fairly ordinary problem. First, it is not the State of Illinois that is seeking support payments from Mr. Behr; it is the State of Kentucky, to which Mr. Behr's ex-wife moved the child without the knowledge or consent...
