Jeffrey Van Ee, an employee of the Environmental Protection Agency ("EPA"), appeals the grant of summary judgment to appellees, EPA and the Office of Government Ethics ("OGE"). The district court ruled that Van Ee could not act as a spokesperson for environmental groups of which he has been a long-time member in connection with such groups' public comments on draft environmental impact...
