Respondent-appellant mother, who had no history of abuse or neglect, had three children, ages 17, 11, and 9 months, and an 18 month old grandchild, living with her on March 20, 1998. On that day, she brought her 9-month-old son to the Mount Sinai Hospital Pediatric Clinic for a routine appointment.
