Presently before the Court is Plaintiff's motion for a preliminary and permanent injunction enjoining enforcement of Chapter 190 of the Laws of 2000.1 For the reasons set forth below, Plaintiff's motion for a permanent injunction is GRANTED and its motion for a preliminary injunction is DENIED as moot.
