Thomas Lewis and John J. Fox, attorneys certified by the Committee for Public Counsel Services (CPCS) to represent indigent defendants in certain courts of the Commonwealth, sought review in the nature of certiorari, G. L. c. 249, § 4, of decisions of CPCS determining that they had overbilled CPCS. Those decisions required them to repay the Commonwealth substantial sums plus interest, and, in the case of Fox, ordered him removed, that is disqualified...
