I. INTRODUCTION

A child in need of aid was placed with foster parents for ostensibly adoptive purposes. His twenty-year-old natural sister unsuccessfully asked the superior court that he be placed with her under AS 47.14.100(e). Because there was a dispute about whether the child's current placement was actually for adoptive purposes, we hold that AS 47.14.100(f) does not...
