Appellant Robin Branson appeals from an order dismissing his K.S.A. 1998 Supp. 60-1501 petition for habeas corpus relief following the Kansas Parole Board's (Board) decision to pass him for a period of 10 years pursuant to K.S.A. 1998 Supp. 22-3717(j). Appellant was convicted of two counts of murder in 1984 and received a 15-year to life sentence.
