The city of North Royalton maintains several sewer districts. As relevant to this appeal, two of those districts are serviced entirely by a city owned system and are known as sewer districts "A" and "B". A third district, sewer district "C", has been serviced by the Northeast Ohio Regional Sewer District ("NEORSD"). In 1996, pursuant to a mandate by the Ohio Environmental Protection Agency, North Royalton began a $20 million project...
