Jose Luis Garza d/b/a Tropicana Night Club (Garza) appeals from an order of the 240th District Court denying Tropicana's appeal from the Fort Bend County Court's denial of Tropicana's renewal application for a beer and wine retailer's on-premises license and after-hours permit.
